I wonder why he had to rewrite the rules. When you're the government official, you can't change rules easily. You need to undergo through several steps so all parties involved are at least informed and well aware of the situations. Otherwise you'll confuse people, confuse the civilians and you'll fail to maintain order. Take for example you're an FBI agent. You can't change traffic lights because you want to chase some bad guys. You need authorisation from your supervisor, the police officer at the area, the civilians so they won't do anything to jeopardise your mission and / or harm themselves. Let's say you're a staff at the Ministry of Education and you want to change how children should be educated in your country. Maybe you want to add self-protection subject so your country could have less criminal incidents report. Then, you want to change English subject to Communication subject. Then, you want to combine Math and Physics to Left-Brain Development subject. I know this is absurd but can you imagine the massive impact? |
